I'm sure they are the same as used on the non-3500HD trucks...just the riser portion is specific to the 3500HD.

They are different in the front of the flare, here's a pic of passenger side and photo of a pair for a reg 3500

10-4 I couldn't remember what year they went to the one piece flare - all of my 3500HD trucks have the two piece flares of which the top section is interchangeable.

Yeah, seems like right around swap to Vortec era is when they went one piece, 1996.  Could vary depending on when exactly the truck was made.  My 1995 had the two piece setup.

I looked at a 1999 and 2000 3500 on eBay and they look like their the same as the 1997 3500 HD. What do you think?

Those look like they came off an HD.  Keep in mind not everybody refers to a 3500HD correctly and will just call it a 3500, much the same as many call a regular 8 lug 3500 a 3500HD.

If those flares were actually off a regular 3500 (or an earlier 3500HD) they would cut off at the front with a clean horizontal line several inches higher, even with the bottom of the fender, like the second pic in your earlier reply in this post.
