Rear Axle & Suspension

I have a 1994 3500HD old AT&T truck and there is an added support/stabilizer across the rear axle and bolted up to the frame joined into the suspension somehow, it has rubber bushings I don't know if AT&T put it on for added stability or did the 3500HD come with it. Its goes across the rear frame and is very heavy duty. Can anyone help me?
